RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2009-01043 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: His narrative reason of Personality Disorder be changed. _________________________________________________________________ APPLICANT CONTENDS THAT: His records are in error due to the fact THAT he does not have, or has ever displayed, any evidence of a mental disorder. It is an injustice to be labeled with a mental disorder after a two-minute conversation with a doctor. He questions the validity of a diagnosis based on one meeting for such a short period of time. The applicant's complete submission is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The applicant entered the Regular Air Force on 27 Feb 07. He served for 26 days. On 8 Mar 07, the applicant was seen in the emergency room and referred to the Behavioral Analysis Service (BAS). On 9 Mar 07, he was evaluated by the BAS and diagnosed with Adjustment Disorder with Mixed Anxiety and Depressed Mood. Further, the physician recommended expeditious administrative separation and indicated the applicant’s disorder severely impacted his ability to function in the military environment. On 15 Mar 07, the applicant was notified of pending discharge action. Specifically, the commander cited the applicant’s diagnosis as the basis for discharge. The applicant consulted counsel and waived his right to submit statements in his own behalf. On 20 Mar 07, the staff judge advocate found the case legally sufficient and the discharge authority directed discharge. The applicant was discharged on 22 Mar 07 with an uncharacterized, entry level separation, with a narrative reason for separation of Personality Disorder and a separation code of JFX. Airmen are given entry-level separation/uncharacterized service characterization when separation is initiated within the first 180 days of continuous active service. The Department of Defense (DoD) determined if a member served less than 180 days continuous active service, it would be unfair to the member and the service to characterize their limited service. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSOS recommends the applicant’s narrative reason and corresponding separation code be changed to Adjustment Disorder and JFY. DPSOS states there was an error in his separation code; however, this does not infer his separation was incorrect. Since he was diagnosed with an adjustment disorder with mixed anxiety and depressed mood, his narrative reason for discharge and corresponding separation code should have been Adjustment Disorder and JFY. The complete AFPC/DPSOS evaluation is at Exhibit C. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 21 Aug 09 for review and comment within 30 days (Exhibit D). As of this date, this office has not received a response. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We note the applicant’s narrative reason for discharge and separation code were erroneously entered on his DD Form 214. Therefore, we concur with the office of primary responsibility and recommend his records be corrected to the extent indicated below. _________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT, be corrected to show that on 22 March 2007, he was discharged with a narrative reason of “Adjustment Disorder” rather than “Personality Disorder,” and a separation code of “JFY” rather than “JFX.” _________________________________________________________________ The following members of the Board considered Docket Number BC- 2009-01043 in Executive Session on 30 September 2009, under the provisions of AFI 36-2603: , Panel Chair , Member , Member All members voted to correct the records, as recommended.
